Pathways to Prosperity
The Pathways to Prosperity (P2P, the Next Step) is to implement “Individualized Training Pathways” for those who are ready for training at a post-secondary level that results in a post-secondary degree, diploma, or certificate. The goal is to provide intentional planning with BIPOC populations, Justice-Involved individuals, low-income individuals, and Internationally Trained Professionals to earn a recognized credential.
They will also be provided the opportunity to complete a work experience or OJT in their field of training, with the goal of exiting to employment. This focus of this grant is on six primary industry sectors: Education, Agriculture, Healthcare, Manufacturing, Transportation and Wholesale Distribution.
Participants must be at least 18 years old, not enrolled in any K-12 school, who need enhanced educational and support services to be successful in securing long-term family sustaining wages.

All participants enrolled must be authorized to work in the United States and must be part of one or more of the following target populations:
- Individuals of color
- Individuals lacking stable housing
- Individuals with a criminal record
- Individuals without a high school diploma or equivalent
- Individuals with disabilities
- Individuals who have been unemployed for 26 or more of the past 52 weeks
- Individuals with limited English proficiency (Based on CASAS test results)
- Individuals with limited Math proficiency (Based on CASAS test results)
- Individuals below 200% of the Federal Poverty Guidelines
Individuals with a professional degree and licensure issued outside the Unites States who seek to re-enter the skilled workforce and earn professional license(s) to do similar work in MN.
